983927e652 buildvm-ppc64le-11: bump specs a ton and put on 05 
Right now this builder is down, so we can move it over to 05 and bump up
it's specs a ton to get a webkitgtk build finally through.

4e3d057cbb builders_stg: do not set staging as datacenter for staging builders 
This has caused them to pick up the iptables template for staging
instead of the one for their host group (koji_builder). There's no
reason to have staging as a datacenter for these, nothing checks it
besides the base iptables role hopefully.

7ba67fdc12 openQA: don't enable FedoraUpdateRestart plugin 
Upstream implemented a feature that we can use to do the same
thing using just a test variable, so we're switching to that.

8398aec029 basessh: enable internal sftp server globally. 
In the past we only enabled sftp on servers where we needed it.
(ones using sshfs, ones that users might need to sftp to, etc).
However, now days the openssh scp client uses sftp, so we might as well
just enable it globally so people don't need to use 'scp -O' (which
has it use the old scp protocol, which will be removed someday).

68141d381b resultsdb: drop old vm's and adjust other apps to new openshift url 
Drop resultsdb vars and playbooks.
resultsdb is now in openshift and on a different url.
Adjust bodhi, pagure dist git for the new url.
Drop taskotron roles.

e453ce1649 Add expected number of odcs backends 
This value is mostly ignored by the application. It is included in the
Prometheus metrics to simplify calculation availability.

The default is set to 0. The number of hosts in the odcs_backend group
is used for the alternative definition in inventory.

91ccdea73f proxies: Reach ocp4 cluster in prod over vpn instead of sending 421 
I think I handled all the special cases here already.
We want to switch non iad2 proxies to reach the oco4 cluster over it's
vpn now that it has one. This should allow us to still keep ipv6
available for applications and not have to change dns for moving from
ocp3 cluster anymore. Will roll this out slowly to one proxy then
another, then the rest if it all looks ok.

This reverts commit edb9704acc.
The new prod deployment seems to have some issues (message
publishing is timing out) so let's go back to using the old
deployment for now.
