7a4c2b964f Setup staging koji to allow pkgs.stg and point builders hosts files to the right place. 
Hopefully will get official builds working right there in staging

23fd6acb25 Don't try and enable the runroot plugin on builders that don't have it installed. 
This was causing all non runroot builders to never be ready because they
couldn't load the plugin.
