41ca654628 docs sync: adjust cron jobs and rsync script 
Right now we update translation files once a day at 22:00UTC.
So, it makes no sense to generate the translated docs more often than
once a day after that update. So, that cron moves to 23:00UTC.
The en cron can be once per hour, run it before sync.

Finally, adjust the docs-rsync script so it's actually idempotent,
and only transfers as much as it needs to.

8530a1c075 postgresql_server: new shiny template .conf file for postgresql 12 
I took the default postgresql.conf from postgresql 12 and then added in
various changes we already manually made and variable substitions we
already had setup back in the postgresq 9.2 days.

This will apply to db-koji01, db-qa01, db-datanommer01 at least.

10e4307204 rabbitmq / osci: try and set loop variable here to avoid clash with rabbit/queue role 
The default loop var is 'item' but it's already being used in
rabbit/queue so if we use it here also it causes clashing and a invalid
binding. So, change this one to something else and see if it fixes the
issue.

d92ff41412 postgresql: do NOT put a recovery.conf file on db-koji01 anymore 
In phx2 we had a warm standby database host (db-koji02), but we no
longer have that host in iad2, so we shouldn't try and make db-koji01
handle that. Also, this was just changed mistakenly as it's the warm
standby host that should get the recovery.conf file.

73f8fe76ad proxies: drop vpn workaround for registries 
The iad2 registries should be reachable now via the normal path, so we
can drop this workaround. Should make things faster too.

8a3e99aeff robosignatory: coreos: only set key in config for staging 
Upstream robosignatory was changed to auto-detect the key to use
for signing for Fedora CoreOS builds in the following PR:
https://pagure.io/robosignatory/pull-request/46#

Let's switch to only setting the key in the config for the staging
environment so that we can start using the auto-detection.
