2d997cd54b Stop using h2 / http/2 on src.fedoraproject.org. For some reason it still hits a curl bug when 
downloading sources for packages with tons of sources (texlive). Keep it enabled everywhere else
until we get any reports of issues.

d46039fcf9 Update the release-monitoring config 
Two changes here, create_librariesio_projects got turned into a
whitelist before 0.12 was tagged, and turn off backends we're not set up
to authenticate with (gitlab, github, google).

9b6a4c8952 Set the release-monitoring route to something sensible 
Previously the stage deployment had a route for
release-monitoring-web-release-monitoring.app.os.stg.fedoraproject.org
which, although funny, isn't really memorable. This makes the route be
release-monitoring.app.os.stg.fedoraproject.org in staging, or
release-monitoring.org in prod. Eventually this should probably be
stg.release-monitoring.org, but that involves fiddling with DNS.
