137dc7c148 Start fedmsg-irc once the config is setup 
Also, do not notify the service to restart once it was
started by service, that's not needed

9f3e44f8c6 Do not override the complete systemd config 
using the drop-in config snipper system, we can add
configuration to systemd without replacing it, in case
the systemd file is changed upstream.

83f2b702d5 Move service start to the end (after we did set it up) 
Also remove notify for handler for service, since the service
will be started by service, no need to notify a handler to restart
it.
