b2ee62595c openqa: temporarily disactivate openqa-ppc64le-01.qa 
See https://bugzilla.redhat.com/show_bug.cgi?id=1769445 - it
seems it can't run qemu without a workaround right now due to a
qemu vs. machine firmware issue. So I'm just taking it out of
commission until that's resolved. We'll make 02 the createhdds
and tap worker instead.

3adb7a542e Switch to qa01 and qa02 as openqa hdd workers 
And drop the comment about how this is a temporary workaround...
since we added extra arches it kinda makes sense to just use
workers to build the images for all arches. qa09 is busted ATM
so let's switch to the newest shinest worker hosts for this
work.

d0e3410d69 releng_compose group vars: add some install variants that use the fast cache mode for composers. 
Note, we don't want to use this everywhere, only on machines that have
no data actually stored on them (these use the nfs koji mount) and can
easily be reinstalled it anything becomes messed up.
