7d1169f30c Disable power9 openQA worker hosts until bugs are fixed 
Unfortunately two bugs seem to be preventing these boxes from
doing their intended job:

until those are resolved, let's disable them.

This doesn't work, so we can not easily mimic what's on production now.
Let's scratch this idea, and move directly to fedora_messaging.

cc0d7c2ed2 copr: drop 'stage' variable 
Since the 'env' by design (see comments in inventory/group_vars/all) can
only contain 'production' or 'staging', we still need to have a way to
to detect 'staging' vs 'development'.

There already was 'devel' variable in copr, but it was set to 'true'
also on staging.  So let's change this.
