Kevin Fenzi 5579a14d86 bodhi-backend: re-enable sqlite for f41/f42 updates 
Enable sqlite for f41/f42 for now. mdapi still needs this.
A replacement application that will not need it is under development
Once that replaces mdapi we can drop sqlite again.
