To enable retirement of rawhide branch for EPEL only packages (see
https://pagure.io/fedora-infra/toddlers/issue/151 for more info) I need
to enable `commit` ACL on dist-git (see
https://docs.pagure.org/pagure/usage/http_push.html for more info).
