Francois Andrieu e9880dd50e coreos-ci: add SETFCAP capability instead of CAP_SETFCAP in SCC 
This is to prevent a Pod Security Violation as CAP_SETFCAP is not allowed
with the baseline policy (but SETFCAP is).
