We're stopping using the separate aarch64 groups, so set their limits to 1 to flush their assets. We don't have ppc64le tests running ATM, so let's flush those too. Add the space previously given to the aarch64 groups to the 'generic' groups those jobs are joining. Signed-off-by: Adam Williamson <awilliam@redhat.com>
