Fix workflow:
...
1. add sudo to commmands.
2. explicitly set LC_ALl to zh_CN.UTF-8. I am not sure whether the env:
setting in a step can be passed down.

fix setup-renv
...
r-lib/actions/setup-renv@v1 use default path ~/.local/share/env, but
the renv use .cache/R/renv now. So cache is useless.
We fork r-lib/actions and use the head version.
