Without a docker daemon six `act/runner` tests failed instead of passing. A dry run still created and removed job networks, the job teardown dropped the dry-run flag along with every other context value, and the container mocks asked the daemon for the runner arch.
This also speeds up the tests and CI without dropping assertions. Most of the time went to git and docker round trips, which are now pinned, batched or coalesced, and the dind and e2e steps cache or overlap more of their setup. On CI, `act/runner` went from 77s to 55s and `test-dind` from 108s to 55s. Locally, `act/runner` without docker went from 53s to 7s.
Split out of https://gitea.com/gitea/runner/pulls/1348, which adds Windows CI on top. The go cache changes moved to https://gitea.com/gitea/runner/pulls/1350.

Removes dead code and redundant logic and consolidates tests, so there is less to read and maintain. No behavior change.
1. **act/runner**: inline single-use wrappers, compile regexes once instead of per call, embed the trampoline as a string, drop the unused legacy result of `parseActionCommand`
2. **act/container**: `sanitizeConfig` and `mergeContainerConfigs` stop returning the configs they already mutate in place, drop never-set option fields and the unused `user` parameter of `ExecWithCmdLine`
3. **act/common and cache server**: drop the unused `Trace`/`Tracef` loggers and the short SHA of `FindGitRevision`, `RegisterJob` releases through `RevokeJob`
4. **daemon, poller and reporter**: one shutdown wait for both poll modes, drop an unreachable fetch timeout branch, guard the reporter's last report time with its existing lock instead of an atomic
5. **build**: drop unused Makefile and release workflow variables, collapse the goreleaser ignore list to the same build targets
6. **tests**: fold near-duplicate tests into tables with shared setup
Throughout, hand-rolled logic gives way to `cmp.Or`, `strings.Cut`, `slices` and `min`/`max`.

An action pinned to a full commit hash cloned the whole repository, and a cached one hit the network on every run. Now only the pinned commit is fetched at depth 1, a cached commit is reused with no network at all, and the action's `.git` directory no longer ships into the job container, matching GitHub.

Revert #1136 and use actionslib instead.
revert chore: bump the module path to `/v3`, take the version from the VCS stamp (#1136)
gitea can not consume the runner's api by version while it's version mismatches the module version:
```
go: gitea.com/gitea/runner@v3.0.1: invalid version: module contains a go.mod file,
so module path must match major version ("gitea.com/gitea/runner/v3")
```
Fix that by bumping the module version now. The existing `v3.0.0` and `v3.0.1` tags stay unusable, so a new tag is needed after this lands.
Also drop the version `-X` linker flags, which would otherwise have to repeat the new path in both `Makefile` and `.goreleaser.yaml`, where a stale path makes injection silently no-op. Go has recorded the module version in the build info since 1.24, so `Version()` reads it from there, keeping the variable as an override for builds without a VCS stamp.
That part started as https://gitea.com/gitea/runner/pulls/1137 but belongs here: the stamp resolves against the tags that are legal for the module path, so without the `/v3` bump it would report `v1.0.9-0.<ts>-<sha>`. Since `release-nightly.yml` triggers on every push to `main`, splitting them would publish a nightly with a `v1` version.

Service containers were started and then left alone, so a job's first step could run while a database was still starting up. The runner now waits for every service whose image or `options` declare a healthcheck, as GitHub does. An unhealthy service fails the job with its container log, one that never becomes healthy fails it after `container.service_ready_timeout` (default `5m`, negative disables the wait), and one that exits without a healthcheck only gets its log and a warning.
The started containers also fill the `job` context, whose fields existed but were never populated: `job.container.{id,network}` and `job.services.<id>.{id,network,ports}`. `ports` is keyed by the plain container port, so `job.services.postgres.ports['5432']` resolves to the host port Docker picked.

Merges the `gitea.com/gitea/act` fork into this repository as the `act/`
directory and consumes it as a local package. The `replace github.com/nektos/act
=> gitea.com/gitea/act` directive is removed; act's dependencies are merged
into the root `go.mod`.
- Imports rewritten: `github.com/nektos/act/pkg/...` → `gitea.com/gitea/act_runner/act/...`
(flattened — `pkg/` boundary dropped to match the layout forgejo-runner adopted).
- Dropped act's CLI (`cmd/`, `main.go`) and all upstream project files; kept
the library tree + `LICENSE`.
- Added `// Copyright <year> The Gitea Authors ...` / `// Copyright <year> nektos`
headers to 104 `.go` files.
- Pre-existing act lint violations annotated inline with
`//nolint:<linter> // pre-existing issue from nektos/act`.
`.golangci.yml` is unchanged vs `main`.
- Makefile test target: `-race -short` (matches forgejo-runner).
- Pre-existing integration test failures fixed: race in parallel executor
(atomic counters); TestSetupEnv / command_test / expression_test /
run_context_test updated to match gitea fork runtime; TestJobExecutor and
TestActionCache gated on `testing.Short()`.
