silverwind 0093731295 chore(deps): update go.yaml.in/yaml/v4 to v4.0.0 (#1381 )

Update go-yaml from the rc.6 pseudo-version to the stable v4.0.0 release, and actionslib to v1.5.2, which does the same in https://gitea.com/gitea/actionslib/pulls/32.

v4 accepts `:` as a mapping with an empty key, so the reusable workflow tests now use an unclosed `[` as their invalid workflow. Gitea counterpart: https://github.com/go-gitea/gitea/pull/40222.
