Bo-Yi Wu 3b4b070c8f perf(config): lower default fetch_interval_max from 60s to 5s ...

- Reduce default maximum polling backoff to improve job pickup time
  for common single-runner deployments (from ~65s to ~5s worst case)
- Large fleets can still tune this value higher in their config
