📧 fasjson(aliases): Change fpgm@ to @amoloney, add foa@

This commit changes the former Fedora Program Manager email alias
(`fpgm@`) to an alias of `foa@` for the Fedora Operations Architect.
This also sets the `foa@` alias to @amoloney as the resident Architect
currently in the role.
