1680d39af5 temporarily skip openshift-ansible deploy for osbs 
Need to skip the openshift deploy temporarily until this patch is
merged upstream.

    https://github.com/openshift/openshift-ansible/pull/5129

The cluster is deployed by patching on osbs-control01.phx2 and
running the deploy playbook from there.
