This reverts commit 4bfc46ce37.

The Packit folks are lisening to the git messages, they will migrate to
the pagure messages but ask us to re-enable them while they do the
migration.

5d727a0e05 fmn: bump alert levels way way up 
FMN sometimes gets a lot of messages in it's backlog when it's
refreshing it's cache or when there's just a ton of new messages. Since
we don't do anything except be annoyed at the alert, lets bump these way
up to alert less.

Really the case we want to alert on is if there's no consumer or if it
stays high for a long time without making any headway.

f9d29c7b4b Add BODHI_URL to pagure config 
Part of an initiative to remove PDC calls.
Active branches are now checked from a call to bodhi, not to pdc.
Needed for the check in distgit - avoid pushing to EOL branches
