OpenShift refuses to roll out librariesio2fedmsg. Maybe it doesn't like

f6b38111ff openQA: try only 3 workers per aarch64 host 
4 seems a bit too many (esp. since we assign 4GB per job and
the hosts only have 16GiB RAM). Let's try 3. I hope there's no
case where we actually *need* to run 4 tap jobs simultaneously.

e069489ecc Tweak openQA asset size settings again 
The UI makes this easier to investigate now, and it looks like
we could give x86_64 a bit more space, but other arches less.
So let's tweak things to do that. This should also reduce
overall usage on staging a bit, as it's up against its limits.

5dcd66d570 Per https://pagure.io/releng/issue/7326 move the power builders oz config to use just 1 cpu for now. 
There is a bug in nested virt with more than 1 cpu that is causing all the images to fail to build.
