41ca654628 docs sync: adjust cron jobs and rsync script 
Right now we update translation files once a day at 22:00UTC.
So, it makes no sense to generate the translated docs more often than
once a day after that update. So, that cron moves to 23:00UTC.
The en cron can be once per hour, run it before sync.

Finally, adjust the docs-rsync script so it's actually idempotent,
and only transfers as much as it needs to.

7984b46eb7 The great phx2 pruning run (1st cut). 
Since we no longer have any machines in phx2, I have tried to remove
them from ansible. Note that there are still some places where we need
to remove them still: nagios, dhcp, named were not touched, and in cases
where it wasn't pretty clear what a conditional was doing I left it to
be cleaned up later.

b100615e6a Drop another use of blacklist 
I checked the greenwave source, it seems pretty unequivocally
clear that this setting is optional and the default value is
empty list, so we just do not need to specify it at all.

c3f0b55d47 monitor-gating: Define some more variable in runner.cfg for staging 
These variables are used by monitor-gating to slow down its
run frequency when an issue is causing problems and to report
that a run failed when it did fail.
