cde7725860 More fixes for pagure on dist-git stg 
- Expand the list of allowed prefix so we can include the test namespaces
- Be compatible with pagure 2.12 that does not know about ACLs yet

8f32e86245 openqa/dispatcher: correct config for resultsdb reports 
This is a bit sloppy and infra-specific ATM, but does the job.
I have a PR in for openqa_fedora_tools which changes the report
behaviour a bit, once that lands I'll clean this up somewhat
using variables.

44eaaecc00 Switch hotness staging to src.fedoraproject.org 
It seems unable to talk to src.stg.fedoraproject.org so this configures
it to talk to the production version.
