Our koji mounts aren't showing up in the pod and it's crashing.
Let's make it sleep so we can see what's going on.

There's no reason any of these should be http.
https://infrastructure.fedoraproject.org should be valid and work
everywhere.

6f949fe3eb rsyslog: comment out splunk receiver to unblock rsyslog 
Splunk receiver seems unresponsive since Feb 12 and result in rsyslog on
log01 to stop logging.
I disabled it for now so we don't loose more logs.

262b717d5d greenwave: enable openQA gating for Rawhide post-F40 branch 
Also drop F37 from the version lists (it's EOL) and, er, enable
gating on the desktop_backgrounds tests for F39 (whoops, forgot
to do that...a long time ago).
