A lot of things have changed in Bodhi 4.0.0, so I'm sure this commit isn't quite correct (too bad we can't easily test Ansible code before committing!) This adjusts the playbook to switch staging to Bodhi 4.0.0, which includes switching to fedora-messaging and a new logging config (Bodhi can now send rate-limited error e-mails!)
