manager: skiptests is not positional argument
...
mbs-build adds --skiptests option, but mbs-manager thinks that skiptests
is positional argument.

Just replacing %check macro is ¤&%¤#%&¤%¤. I'm not going to
add any more words on it.
It breaks building many packages.
