f9b2821f7f Some better logging around PDC stuff. 
I spent a while debugging these interactions tonight and the log
statements definitely helped to figure it out.

28183b9d3f Fix an error in the KojiBuilder. 
The issue is that _get_task_by_artifact returns either None or a dict of
info and we weren't handling that correctly.  My mistake.
