chore: add beta release notes generator script

Generates concise release notes showing only changes between beta versions:
- Auto-detects previous beta tag
- Groups commits by type (feat, fix, perf, docs)
- Excludes chore/refactor/test commits from notes
- Includes link to full changelog comparison
