- _TransferSubmissionCollector 增加跳过计数与回执展示
- 预览与执行共用候选范围，失败项保留重试规则
- 补充覆盖单选/多选/历史入口及混合目录的完整测试

fix(plugin): preserve binary files in fallback downloads

Write file-list plugin payloads as raw bytes in both sync and async paths so wheel archives remain valid after Release fallback. Add a regression test covering binary payload preservation.
