refactor(webui): move the Software Update card to Settings

The update card lived in the Log page sidebar; it belongs with the rest of
configuration. Add it as the last section of the Settings section-rail
(self-persisting, so groups: [] — outside the global save/dirty tracking)
and drop it from the Log sidebar, which keeps its About links.
